The article presents the results of a study of methodological approaches to assessing the innovation potential of the creative industries as a key segment of the service economy. The need to develop a comprehensive system of indicators is substantiated, taking into account the specific characteristics of the creative sector, including the high degree of product intangibility, the critical role of human capital, and dependence on intellectual property. An integral model for assessing innovation potential is developed, comprising resource, technological, institutional, and market components. A methodology for evaluating the digital maturity of the creative industries is proposed, along with a system of indicators for the legal protection of intellectual property and measures of entrepreneurial activity. A conceptual model for monitoring the development of the creative industries is formulated, providing information support for managerial decision-making at the federal and regional levels. The research results can be used in designing programs to support the innovative development of the creative sector and in shaping regional strategies for the development of the creative economy.
