GUEST HOUSES AS A TOOL FOR SCALING THE HOSPITALITY SECTOR IN THE RUSSIAN FEDERATION

Abstract

Guest houses are individual accommodation facilities that are located on a certain land plot and carry out activities to provide accommodation services. Until 2025, activities for tourist accommodation within the framework of the tourism business were prohibited, but the federal authorities in the format of the experiment granted the right to 18 constituent entities of the Russian Federation to legally accommodate tourists, thus the part of the guest houses was withdrawn from the shadow sector of the Russian economy. It is considered that the ongoing attempts to bring guest houses into transparent business with the payment of taxes to the state budget should provoke an increase in the actual indicators of tourist flows and raise the level of contribution to GDP. However, there is a wide range of factors, which limit the activities of guest houses in the market. Most of the houses that are ready to provide accommodation services within the tourist market, cannot do this, since they are located either in the constituent entities of the Russian Federation, which are not subject to the FZ‑127 (Federal Law‑127) «On conducting an experiment on the provision of guest house services», or they did not pass the necessary accreditation, the term of which was set before the 01.09.2025 and were not entered in the Unified State Register of Classified Accommodation Facilities. An important aspect for implementing the guest house activities is the issues of project and service design on the accommodation facility territory and the participation in the social program «Accessible Environment» as part of the establishment and implementation of the concept of sustainable tourism development in the Russian constituent entities.
